Background:
Iarnród Éireann (Irish Rail) have undertaken preliminary research to identify the effectiveness of various procurement, packaging and contracting strategies that have been adopted on other major rail and infrastructure projects, internationally.

To complement this research, Iarnród Éireann (IÉ) wishes to gain insight and feedback from market participants on the optimal packaging and contracting approach for the Dart+ Programme.

This research will allow Iarnród Éireann (IÉ) to develop it’s thinking as to the procurement, packaging and contracting approaches that might be best suited to the DART+ Programme and aligned with Iarnród Éireann (IÉ’s) culture and vision, as the Contracting Authority.

Iarnród Éireann (IÉ) considers it equally important that the final strategies are attractive to the market, to generate strong competition at tender stage and ultimately to deliver a successful project on a win-win basis with the supply chain.

Scope of works:
the DART+ Programme includes Signalling & Telecoms, Overhead Electrification, Traction Power, and Civil & Structural works. Iarnród Éireann (IÉ) wishes to develop a packaging strategy that utilises the expertise of suppliers and contractors with considerable experience in these areas, while balancing the risk associated with managing the interfaces between packages of works and contracts.
